2015 was a busy legislative session for motorcyclists in Oregon. These are a few of the notable bills and what it means for you in 2016:
Motorcycles stuck at red lights: SB 533A, aka the "Dead Red" bill, passed the Senate and House and was signed by the Governor. Beginning on 1/1/16, if you are on your motorcycle (or bicycle) and a sensor-activated light does not detect you, you will be allowed to proceed cautiously through the red light after a full cycle has passed.
Uninsured/Under-Insured Motorist (UM/UIM) coverage: SB 411A passed the Senate and House and was signed by the Governor. Previously, if you were in a motorcycle accident, your total insurance coverage would be the greatest coverage that was available because you could not "stack" your UM/UIM coverage on top of the at-fault party's coverage (50+50=50). Under the new law, your total insurance coverage is the total amount of all coverage available because you will be able to "stack" your UM/UIM coverage (50+50=100). The new law goes into effect on 1/1/16. I encourage all riders to buy as much UM/UIM coverage as they can because it is for YOUR protection from negligent cagers!
Standing on your footpegs: SB 878 passed the Senate and House and was signed by the Governor. SB 878 allows motorcyclists to stand on their footpegs while facing forward when needed. Previously, motorcyclists were required to stay seated at all times. Please note that Oregon law still prohibits "stunting" and other forms of exhibition riding. The new law goes into effect on 1/1/16.
LANE SPLITTING/FILTERING IS STILL ILLEGAL IN OREGON: SB 694A, which would have allowed limited lane splitting/filtering on highways, passed the Senate with a 2/3 majority but was later killed in the House Committee on Transportation and Economic Development before it could get to the House floor after strong opposition by ODOT and the Portland Police Department.

Senator Kruse has introduced a new bill, SB 694, which allows for lane splitting only when traffic is 10 m.p.h. or less and limiting the motorcycle to a 10 m.p.h. speed differential ("lane filtering"). The bill is currently waiting to be referred to the Senate Committee on the Judiciary. A similar bill, SB 172, is already before the committee.

The Oregon House Committee on Transportation and Economic Development will hold a public hearing on HB 2512, which would allow motorcycles to use the shoulder during traffic jams, at 3:00 p.m. on Wednesday, February 11, 2015 at the Capitol in Salem. Unfortunately, I will be unable to attend due to a scheduling conflict. Anyone interested in this issue has a right to attend this public hearing. This video explains the safety considerations behind lane-splitting or lane-sharing from the rider's perspective. A lot of cagers (drivers) who have never ridden see lane-splitting as dangerous. In reality lane-splitting has been demonstrated to be a safe and economical approach to sharing the road.
